Major companies fail first national CSR report cardPublished: 19 Oct 2009 12:02:02 PSTBy Cong MuSeveral major firms were singled out in the nation's first corporate social responsibility (CSR) report for lackluster contributions to society outside of profit-making.The 2009 CSR Blue Book, released by the Chinese Academy of Social Sciences (CASS) and the Social Sciences Academic Press Sunday, surveyed 94 of the top 100 companies in the country by collecting their voluntarily issued CSR reports and publicly available information from June to September. All these companies' previous-year revenues exceeded 16 billion yuan ($2.3 billion)."Many of the companies do not even have a website, not to mention CSR reports or annual reports. We don't know what they're doing," said Zhong Hongwu, director of the CSR Research Center of the Economics Department at CASS.Among the 94 companies from 16 industries, only 44 of them have published CSR reports. Since the research center did not use questionnaires for the survey, big corporations which have provided little public information about what they do scored low on the CSR index, Zhong said.The overall index registered at 31 points, above the 20-point failing line, while 38 companies, including Motorola, Beijing Automotive Industry Holding and Shanghai Electric Group, failed in taking on their responsibility to society."This shows that Chinese CSR is still at its nascent stage, and about 40 percent of the companies are not getting involved," he said. "The current problem is that most companies don't want to, are afraid to, or have nothing to say about their CSR situations."The companies held up their responsibilities to the market by releasing regular financial reports to shareholders, so the market sub-index performed best among the four sub-indices, recording 37.6 points. But they did the worst on disclosing their environmental issues, such as energy saving and pollution control, getting 27 points on the sub-index, according to the report.Big corporations are responsible both to the shareholders and other important stakeholders, such as communities, employees and the government. "It's their natural obligation to tell the stakeholders what they are actually doing," Zhong said.The enterprises mostly pay lip service to CSR issues, and there is an urgent need for them to take action, said Liu Weihua, vice-chairman and director-general of the China Committee of Corporate Citizenship under the Ministry of Civil Affairs.They only issue CSR reports when they face major issues that they can't avoid without affecting their business, Liu said.Compulsory CSR measures will be released, Liu said, without giving a timetable. Meanwhile, consumers can have a say by choosing not to buy the products of irresponsible companies. "Society will have to force them to fulfill their duties," he said.In fact, pressure from international purchasers is already driving many Chinese companies to comply with basic CSR guidelines, said Liu Baocheng, director of the center for International Business Ethics at the University of International Business and EconomicsEven top firms may drive away investors if they behave irresponsibly and harm their brand, he added. The city also hosts the annual Qingdao National Beer Festival, usually held in July or August, which has been called "China's Oktoberfest" by hops lovers worldwide. The unique architecture and scenery also serve to set Qingdao apart. The city center is a blend of old European (especially German) turn-of-the-century buildings, traditional Chinese houses and works of modern construction. The attractive coastline is dotted with cypress trees, beaches both rocky and sandy, and small touristy archipelagos. Qingdao's famously mild summers are one of the many things that have made it a popular resort town among Russians, Japanese, Koreans, and Westerners. Average June-August temperatures are 25C with light breezes. Winter is fairly chilly but not bone-numbingly so, as January sees the cold reach lows of 2C that often seem colder thanks to gusty winds Qingdao, in short, is not your average Chinese city. Those who relocate to Qingdao in the long-term often develop a very deep loyalty to the region. Life there is certainly easier for foreigners than in many other similarly-sized townships in China, thanks to the sizable expatriate population, multitude of dining options and reasonably varied nightlife destinations. Both La Luna and La Villa restaurants are widely patronized by foreigners and applauded for their lively menus. Those looking for a fresh taste of authentic local brews should check out the TsingTao Brewery Bar, while Le Bang French Bar offers a classier atmosphere. For daytime fun, water sports (sailing in particular) are widely enjoyed by residents. The overwhelming majority of Qingdao expatriates live in the Hong Kong Garden area, where international restaurants, pubs, clubs and grocers carrying imported items are gathered. Rent in this area is, naturally, more expensive than in more localized parts of the city, but everything from luxury apartments to quaint studios can be found to fit nearly any budget. Apartments that have a sea view tend to be almost RMB 2000 more expensive than those that don't. Average apartment prices range from RMB 2 000 to RMB 5000 per month. For those not living in walking or biking distance from their school or office, local pubic transportation is convenient and fluid, if crowded. City buses are numerous, and foreigners can pick up a metro bus card at any shop selling phone and cell-phone cards or at any major bus terminal. (Qingdao metro cards require a 25 RMB deposit, and then add as much money as you want. Metro card holders save several mao per ride.) Rides are RMB1 to RMB2 per trip, depending on the quality of the bus. Easy access to imported goods makes life in Qingdao that much simpler. Grocers such as Bonjour Supermarket, Jusco and Carrefour all carry a sizable selection of international brands, as do Metro, Sea View Garden Grocery, K-Mart and XinKuai. Qingdao's open air farmer's markets are the best place to go for fresh produce at local prices. The number of jobless people increased by 3,300 to 203,000 during the period from April to June, while the number of underemployed dropped by 300 to 84,900. The increase in unemployment was mainly in the arts, entertainment, wholesale and leisure service sectors, while the decline in underemployment was in warehousing and support services for the transportation industry. During the period from April to June, the total number of unemployed declined by 8,700 to 3.5 million, while the labor force decreased by 5,500 to 3.7 million. Hong Kong's unemployment has eased, although the business situation is still tough, said Matthew Cheung Kin-chung, secretary of Labour and Welfare Bureau. He added that improved foreign and domestic trade and government relief measures will reduce unemployment.
